Corporate//Education Consulting, Inc. (C//ECI) was formed in 1988 by former Arizona Superintendent of Public Instruction, Carolyn Warner, and writer and policy strategist, David Bolger.  The two worked closely together at the Arizona Department of Education, advancing a wide variety of education improvement and reform initiatives, including:

  • a statewide business and industry network to develop sequenced job skills and wage growth for Career and Technical Education programs
  • implementation of legislative mandates concerning both student and teacher proficiency
  • a systemic restructuring of the Arizona school finance system
  • inclusive, statewide outreach through schools and community forums involving all education stakeholders
